GENERAL PURPOSE
Under the direction of the Treasurer and or Chief Deputy Treasurer, the incumbent oversees and performs the accounting and financial operations. The incumbent also performs assigned administrative and technical duties for the proper collection, recording, investment, disbursement of funds, development and monitoring of control systems designed to preserve assets and report accurate financial results in accordance with the generally accepted accounting principles as promulgated by the governmental accounting standards board, established policies, and all applicable state statutes. Responsible for the collection, distribution, and payment of real and personal property taxes, special assessments, and state-assessed taxes for political entities and TIFs, including county, school districts, fire districts, cities, SIDs, ESUs, and the state of Nebraska. Duties require extensive responsibility and independent judgment.
SUPERVISION EXERCISED
Supervise the tax collection, and managing work allocation, training, and problem resolution.
ESSENTIAL FUNCTIONS
Responsible for the preparation of daily, monthly, and annual reports of revenue received and disbursed, and the distribution of reports to designated individuals, entities, or departments.
Balance and verify accuracy of the posting of revenue and disbursements to the appropriate ledgers and individual cashiers’ daily receipts to bank deposits. Close ledgers on a daily and monthly basis and ensure transmission of funds to the bank.
Establish and maintain effective working relationships with clients, supervisors, County employees, elected officials, law enforcement, vendors, other agencies, and the public, serve as a positive representative of the department.
Participate in leadership team meetings.
Assist in the preparation of the annual departmental budget, maintaining records, monitoring expenditures, and verifying funds as needed for purchases.
Report to the assigned worksite with regular, predictable, and consistent attendance.
Examine documents and file proper forms, ensuring the sufficiency of information and conformance with legal requirements for filing and recording.
Perform duties of subordinate staff as necessary or as directed.
Operate scanning and related equipment, email, fax software and conversion software to capture data and preserve documents under the County retention schedule; file and record information for scanning including production and preparation of data.
Assist in the development and maintenance of the document management operating procedures, operating schedules, and methods to ensure efficiency of document management, equipment and scanning operations.
Assist in record verification and auditing of daily recording activities to assure accuracy of information transfer.
Reconcile collections and deposits daily and various checking, money market accounts, and investment accounts weekly or monthly. Maintain/improve procedures and reporting for returned checks and online refusals of payment.
Evaluate and implement banking best practices to securely and efficiently transmit monies.
Optimize banking relationships and initiate strategies to enhance cash flow and forecasting positions.
Responsible for the management and investment of approximately $300 million per year within County guidelines.
Assist in the annual independent audit by providing records and offering explanation of entries and calculations.
Institute changes in reports and procedures as recommended by external auditors. Assist auditors of political entities by compiling and posting periodic SID, school district, and cities collection and disbursement information for agency auditors to the Treasurer’s website.
Responsible for the annual notification of taxes due on all taxed properties. Manage Sanitary Improvement District (SID) registered warrants and post on the Treasurer’s website.
Process and submit distress warrants annually to the sheriff’s department for collection. Receive and process State homestead, real estate, and school tax credits. Upload to the Munis accounting system.
Responsible for reporting inheritance tax collected to the NE Dept. of Revenue.
Responsible for the collection, computation, and the distribution of OPPD (Omaha Public Power District) in lieu of taxes, the distribution of in lieu taxes and the payment to the respective political entities.
Annually, submit unclaimed property to the Nebraska State Treasurer’s office.
Responsible for the preparation and management of the annual tax sale.
Post the annual audit list and general information on the County Treasurer’s website.
Evaluate and implement policies, procedures, and internal controls that promote sound accounting principles and maintain current documentation of all financial procedures used.
Provide technical advice, training, counsel, and assistance to Treasurer staff, ensuring effective administration, compliance, and reporting of all accounting methods, processes, and procedures.
Monitor financial reporting and compliance activities of the department to ensure all reports are filed and deadlines met as required according to Nebraska state regulations. Remain current with changes in accounting and finance principles, trends, and best practices.
Report to the assigned worksite with regular, predictable, and consistent attendance.
Peripheral Duties

MINIMUM REQUIRED QUALIFICATIONS
Education and Experience
Master’s degree* in Business Administration, Public Administration, Accounting, Finance, or related field required.
Preference given to individuals holding current Certified Public Accounting certificate.
Five (5) years of accounting and auditing work experience required; experience in governmental accounting preferred. Five (5) years of managing bank accounts and investment strategy planning preferred. Advanced knowledge of Microsoft Excel.
*Approved work experience beyond that required which provides equivalent knowledge, skills, and abilities may be considered and substituted for the stated education.
Special Requirements
Must have and maintain throughout employment a valid Driver’s License, as well as meet eligibility requirements of “acceptable driver standards” as defined by the County.
Successful completion of extensive background checks, including a criminal records check.
Must be bondable.
